The number of new single-family homes under construction in El Paso County fell for the second straight month in February, but industry officials arent fretting yet. Construction began last month on 584 single-family homes - down 12 percent from the 664 homes started in February 1999. Combined with Januarys figures, which also declined from the previous year, single-family housing starts for the first two months of 2000 in the county were down 11.5 percent over the same period in 1999.
WASHINGTON — Construction of new homes and apartments plunged by 17.6 percent in March, the biggest decline in 14 years and another possible indication that rising interest rates are beginning to take a toll on the economy. Meanwhile, wholesale inflation shot up 0.7 percent as energy prices soared. The Commerce Department reported Tuesday that builders started construction on new homes and apartments at a seasonally adjusted annual rate of 1.84 million units in March, down from 2.23 million units in February. “This is a bit of a shocker,” said David Seiders, chief economist for the National Association of Home Builders. “But I dont think this represents a fundamental downshift in the housing market. There were special factors behind it.”

THE new Jeep Wrangler was part of a multi-model assault on the Detroit motor-show by Daimler-Chrysler. Along with the Europe-bound Calibre, the new Jeep Compass and the exciting Dodge Challenger, the Jeep Wrangler showed that Daimler- Chrysler is truly alive and kicking. This one may make reappearance as it is the first Wrangler to get a diesel option. No word on what kind or when its due out though.

The National Association of Home Builders reported increases in new home and apartment construction in May for three regions: West, up 15.8 percent; South, 8.5 percent; and Northeast, 1.7 percent.

The all-volunteer group takes donated and discarded bikes, repairs them, and then distributes them locally and internationally. The cooperative has working relationships with nongovernmental organizations in Latin America and Africa. In April, the three-year-old group plans to ship several hundred bikes to Angola. And it recently managed to send a volunteer to Ghana in addition to bicycles. In the Third World, bikes help farmers deliver produce and enable children to go to better schools, Ravenscroft says. Nick Colombo, a college student and volunteer, says that Working Bikes Cooperative is a good introduction to the subversive yet innocuous rebel subculture of people who like bikes. We take garbage and make it usable, he says.

Single-family home building permits totaled 1,392 from January through March — a 20.2 percent jump from the same period last year, according to figures released Friday by the Pikes Peak Regional Building Department. The number of permits this year puts Colorado Springs and El Paso County on pace to shatter the record of 5,059 single-family permits, set only last year.
In an otherwise unstable economy, the housing market has remained strong, with exceptionally low mortgage rates encouraging many to buy homes, driving up home prices, and enabling homeowners to refinance existing mortgages at lower rates. Even though many analysts believe that the mortgage rates bottomed-out in mid-June and the refinancing boom may have ended, rates are still low by historical standards, and although it is slower, the demand for housing is still present.

Money and Finance in the Age of Merchant Capitalism, by John Day. Malden, Massachusetts, Blackwell, 1999. viii, 165 pp. $29.95 U.S. (paper). The first essay, an outline of general trends in European monetary history from the middle ages to the industrial revolution, including inflation and the development of bank money, is pithy and engaging. Two other essays are specific studies of monetary problems in the economies of Venice and Sardinia, and there is a lengthy survey of the various problems different early modern states had in maintaining the mint standards of their respective metallic currencies. A general theme which surfaces in all of these essays is, as Day puts it, the chronic instability of the metallic money supply (p. 108) which became even more exacerbated in times of bullion shortage. Day provides plenty of evidence of the pressures this put on governments to engage in devaluation in attempts to counter the shortage of specie in the economy. In addition, he also shows that the huge, but very under-researched, social problem created by currency shortages, in the form of an extreme scarcity of reliable small change which could be used by the poor, was a general European phenomenon. Although the first essay provides an introduction to Days interests, it was not written specifically to introduce this set of essays and thus his position on monetary history is not explicitly stated. These essays show, however, that he clearly subscribes to the quantity theory of monetary history, although he does not address any of the criticisms which have been levelled against it. For Day, economic expansion was directly linked to the amount of bullion available to the European economy. Thus he sees the depression of the fifteenth century linked to a bullion famine in these years, while the subsequent economic expansion of the sixteenth century was caused by new mining and the influx of American gold and silver. He then sees a subsequent economic slowdown in the seventeenth century followed by a renewed growth in the bullion supply in the eighteenth century — permitting the industrial revolution. There was certainly an important relationship between money in circulation and economic expansion, but it is not such a simple longue duree functionalism as suggested by Day. There was a third factor in the equation which was credit, and this did not inevitably expand proportionally in relation to the bullion supply, even though it was stimulated by an expanded circulation of the latter. Thus, any examination of the relationship between money and economic performance needs to take credit into account as a linked and equally important component in financial systems and should be looked at micro-economically in the short term because of the institutional nature of credit.

In a ruling released Thursday, the high court said the Salt Lake County District Attorneys Office inappro- priately charged Neil Steven Pixton with felony DUI. According to the ruling, South Jordan police arrested Pixton for investigation of DUI in January 2001. Pixton was later charged with misdemeanor DUI in South Jordan Justice Court.
ROOSEVELT — Duchesne Countys former chief law enforcement officer was jailed Tuesday, suspected of driving under the influence of prescription drugs. Karen Allen, who served an appointed term as county attorney from 2004 to 2006, was arrested following a single-car accident that occurred as she was driving to the 8th District Court building in Duchesne to file paperwork. Utah Highway Patrol trooper Rex Olsen said Allen lost control of her car at about 11 a.m. and slid off an embankment on the right side of the road. Allen was uninjured in the crash and was cooperative with authorities, Olsen said, but refused to submit to field sobriety testing. She was booked into jail on suspicion of misdemeanor DUI and improper lane travel.
